you could prob do this with out a pump if you think about it no extra electric just syphon it
Even if you got a siphon to fill it which is very possible, there would be no way to circulate the water through it. Also the water level in the bio tower would only be t the level of the tank and wouldn't make it over the rim.

You could possibly get a siphon to start in both the output and intake tubes if you design them right but you still need something to move the water.

I do have a technical question. Isn't a bio filter runnng most efficiently when water is "trickeling" thru the bio material and not having the bio material completely sumberged in the water?

Trickeling is only better because it allows more o2 to be mixed in, but yes it is better, but in cases where it needs to me submerged certain there are certain materials designed mainly for that, like the ceramic rings, a lot of surface area in a small package.
 
you just need a hacksaw they also sell these chopping guides that fit the hacksaw in a groove and allow you to cut straight. i forget the offical name of it.

Normally people that say they aren't handy enough to do something just never tried doing it before, just do 2 things, buy enough to do it twice if you've never tried before and measure twice-cut once. do those two things and you can build it.
 
You could get the siphon fill to work fine and to return to the tank just use an air stone in the bottom which will cause the water to rise and overflow into the tank. Will need to be a large air stone, Air pumps are cheaper to run than water pumps.
 
Hey i tried my hand at it for my turtle tank but it is very loud.

i have some pictures of it and was wondering if you have the same loudness problem.
