Oh boy! Although pretty funny...I'd call the non emergency police line and see what they say. I'd have a video camera on hand next time as well ;) and call the police asap. Normally I'm not one to involve the police in much but that is a dbag move, peeing on your lawn right in front of you?? Imagine what he would do if you weren't right there!
 
I use to work at a beer store (Canada here) and this stupid under age kid pissed behind his car in our parking lot right at the front door. The cops charged the kid with public urination.. unfortunately for them it was the least of their worries, as they had open beer in the car too! And his Aunt was in the car as well. I think your neighbor would be hit with public urination, deification of private property and trespassing. With the right lawyer I bet you could put the guy a way in the states lol.

Yeah I lived in South Phillly for a short period of time in my youth.It is so congested there though that it seems like you are living in a PacMan maze and the Italian market is not even the same anymore...I remember the snowball throwing incident where Santa was pelted,it reminded me of when I used to work at the Vet Stadium and the near riots that would break out when the New York and Phillies fans would get drunk and pick fights with each other....Someone please pull up a picture of the Santa pelting..There was a member or two who was really good at finding and posting pictures to add to a discussion.
 
definitely check and see if he's an offender. That sort of behavior isn't normal. Public exposure is a sign of a sexual predator who may not have made the leap just yet. The life you save may be your own kid. At least report it to SOMEONE... besides MFK.
