well if you are going to do your idea and do water cahnges.. try not to cahnge the water to much.. beleive it or not if u run ur fish tank long enough it starts to build its own maintence ecosystem inside..... just dont overfeed... also over changeing the water without filters could also be bad do to all the metals and harmful stuff in tap water.... water change 1nce a week and u should be fine... if neccesary just watch your fish and how they act any signs of needed air and then u know to change the water...... buy small air pump filters and u should do fine...... dont be worried about it. and good luck with that hurricane... im in NY it passed me already lol but put my power out 2 =[

I am thinking it would be best not to do any water changes after the storm since the water system will most likely be compromised. They always issue notices to boil water here in Florida when we get hit. There could be something in the water bad for your fish.
 
make a syphon powered filter. you can get buckets and make your own filter and oxygentating system that runs fro maybe a half hour lol
 
his oscars are going to be fine..when gustav hit i didnt have filtration for 6 days and they were fine..them along winth my clown loaches which are really sensitive to water changes and toxins
 
I know the horse i have left the barn, but there are pumps available with batteries built in AND that can run on DC (comes together with the iverter and all). At this point, if you can get hold on the inverter, do that now - that would be your best bet.

Buy spare car battery and either get a air pump that run on DC or get an inverter.

Worse case, you would need to do frequent water changes and DO NOT FEED if you do not have a fully functioning system.
