I would pull the carbon and add more media, bag of noodles or some seachem matrix

Will the carbon slow down cycling? Everything is under water right now in the filter.

no ,,it shouldn't ....if it's together and going let it be ...test in a couple of days ,,,don't add tap water post results ...
