Need advice on mixing salt.

yes u can get a free water check from the city of mpls ... i know that the heat in the tank will change salinty ahhhhhhhhhh if i remember right u can as well give a water sample to SEARS act like u want to buy a home water filter and they will get it tested frre as well u might get truth that way city ppl hide things lol sad but true ..if ur close ask SEARS in beaverton no burnsville ... ya i am a dumb azz wit go know how

So when should I start putting creatures in?
 
I mix my saltwater in a bucket with a powerhead for at least a day. Test the specific gravity frequently to make sure it is where I want it (1.023 or so). It does take time for all the salt crystals to completely dissolve, even when using Instant Ocean. Are you going to use RO water or tap water?
I think you should keep the specific gravity in your tank as close to natural seawater. Some people keep theirs lower. Use a qt tank for that. And I throw a heater in the bucket a few hours before doing a water change. Test the sg again as temperature can affect it.
What size tank do you have? I would add live rock now and test for ammonia, nitrite, and nitrate. Once your live rock has "cured" and the tank is cycle, you can add a fish.
You might want to upgrade your skimmer too. Skilters really don't do much as far as skimming goes.
 
A good investment to make for keeping either freshwater or saltwater is a R/O Unit ( water purfier). These systems ensure your fish are getting the best water possible, as well as it makes great drinking water! When I mix salt I put water from the R/O unti into a big plastic tub. I have 2 power heads in the tub and I mix the salt right in the tub, and the power heads keep the water moving and it mixes great. And when I do my water changes the water comes right out of the tub ready to go. I use instant ocean sea salt and it works amazing. Dissolves quickly!
 
I am using RO purchased from the lfs. This isn't my house, I am not doing any plumbing, LOL.
