Wow... I have no idea... I'm really sorry. I've read about something called Red Pest Disease. With the crappy monitor I have at work (where I am now) it's hard to see the pic. According to what I've read, it causes blood streaks to appear on the body and/or fins. It takes internal anti-biotics to cure. Do you have a lfs you trust that you could show that picture to to make a more specific diagnosis?

no trusted local lfs :( I'll read around for that red pest disease
 
I'm not 100% about it, your description just brought that to mind. Turn the temp up alittle on the tank, like 84 degrees. Do you have aquarium salt? You may want to add some to the tank as well. Air pump. Stress Zyme if you have any. That's all I can think of without actual medication

from all the things you mentioned I can only do the temp and salt atm..
 
An airstone is a must, try to get one in ASAP. If he is having trouble breathing, you'll want to get as much oxygen in his water as possible. Alot of stores carry these other than pet stores. Places like K-Mart, Walmart... I'm not sure if you have those where you are

I have an airstone in there and alot of oxygen
no we don't have k-mart and walmart here lol
