Need help on a small low tech tank

Since you dont have a heater for your betta tank, maybe slap on a thermometer sticker on your tank so you know if your temperature goes below 70. If it does, getting a heater for that small of a tank isnt expensive :D My betta thrives in his 14 gallon, and constantly moves around. When you have the space please consider getting a 10 gallon kit like you can get at walmart :D
 
I would use a clamp light from fleetfarm or the such...I have two on a densely planted 10g. You can do a lot with spiral CFL bulbs...lots of wattages to choose from, and you can get them in 6500k, which actually has a pretty nice light to it.
 
For clip on lamps I think you would be better off just getting a shop lamp...unless it was some deal like the above where it was free. I bet you the "shop lamp" has more power...and its definitely cheaper. Mine were $6 a pop.
 
I would definitely look into the light requirements for the certain plants that you have purchased. That's going to ultimately decide what your lighting requirements will be. See what the range of light levels they can tolerate/live in are.
Incandescents give off a lot more heat than fluorescents because they are less efficient at converting energy to light. Sometimes you can use this to your advantage for providing "a little" heat to the tank; although it's recommended to have a heater in tank. Just remember that lights do give off heat and you should take that into a small consideration when setting the temps on your in-tank heater.
I also recommend a digital thermometer (like this one...http://www.fosterandsmithaquatics.com/product/prod_display.cfm?pcatid=12089) used with the outside sticky thermometer to get more accurate readings.
