I believe the point of the small tank from everyone was that the smaller the tank, the harder it is to maintain proper water parameters - such as a preposterously low pH. A pH of 4.5 is like swimming in coffee (pH of 5).
 
Wow - what kind of puffer? I've had puffers survive every screw up I could manage when I first got into saltwater - stuff that killed off everything (most notably the great bleach incident where my girlfriend was cleaning the upstairs bathroom with bleach, knocked over the bleach container and it leaked through the floor into the tank below - killed everything VERY fast, except the puffers).

I think cause he wasn't acclimated, so he started swimming drunk. Then rolled over. At the time i thought my PH was normal i later found out it wasn't
