find some live rock from a local club that you can buy for a 1-$2/lb. Get some sand from them too and add their live sand to some unseeded sand. this will give you a good base. depending on the density of the rock, the amount and size of fish and your aestetic prefernce, I would go with 50-100lbs or so. I cheated and bought lava rock as the base and then fronted it with the live rock. But beware if you use lava as you have the leach any impurities out in a vat of water for a few weeks.

as for the sump/ refugium, i highly suggest doing it. But have the tank drilled for the overflow on the back. trust me do it right the first time. You should be able to have a lfs drill it for cheap. No overflows ever when the tank has a built in overflow.

When it come to stocking, I beleive the newest FAMA magazine has a great article on this.

buy lights again from a local club or ebay. get t5's or compacts for this depth. if you want sps then you need metal halides.

hold off on the skimmer now, wait a month or two to save money and again do it right. ASM makes cheap but effective in sump pumps. Again, ebay or local list for purchse.

I have a 560 gallon tank, and I am currnetly building a 750 with a 300 gall refugium, stand, with all lights skimmer, rock, sand, pumps. etc. etc.etc for less than $2500

Ok this setup is going to be expensive! I am now paying $200 for a 72 gallon bowfront tank and I figured it is going to cost $600 more for the equipment(including skimmer and T5 lights) and Live rock with sand. Not to mention fish and corals which will be about another $250. Plus I can't find any people with used skimmers or lights. I want to do the sump. It is going to be a 29 gallon with about 25 lbs of cured live rock with a last stage of mechanical filtration (sponges). Does anyone have cheap alternatives for glass dividers in the sump as I am building one. Would Lexan work as I have sheets of the stuff or what about 1/4 inch plastic? How would one bond plastic to glass? My total bill will be around $1000 for everything is that too much?
 
just get a good sturdy rubbermade tub for the sump.

to make glass work you need to use sandpaper to rough the plastic up before bonding with sillycone.

expensive... come complain to me when you go over $30k

Oh, and as for the q.t. don't use any live rock in it at all. Keep it bare bottom and just use a sponge filter, "keep your sponge stashed in the sump so that it will be ready when you add fish". Put in a flower pot or some pvc pipe for your fish to hide a lid and heater are all you really need. You could even use a tupperware tub for your q.t. but, it's nice to be able to see your fish easy. Most live sand that you can buy at the lfs is really just bacteria and sand no critters etc. Time will do that to any sand that you put in a tank with live rock. I would get live sand from an established tank or just order some garf grunge.

Oh, and if you're trying to save a littel $ just use more base rock v.s. live rock. After a cycle it will have all the bacteria in it anyway and will colour up over time if you keep your water conditions good.
