Good advice on the base rock, you can get dry base rock for $1.50 per lb online.
I don't agree with the live sand, get clean dry sand and like the rock, it will become live after the cycle. using used sand or garf grunge will import external crap into your tank which you really don't want. most used sand also has anoxic pockets that have developed some nasty chemicals you don't want.
go rubbermade tub for sump (and QT), base rock, and clean dry sand and you will save a ton of $$$
