well, bichirs are known for their appetite that they can live for 9months without eating... And I think that his Idea to a less amonia/nitrate/nitrite tank is a less feeding... (less feeding=less waste) and to add those rocks in his tank means to absorb the remaining amonia...
And I forgot to say, He is a president of an organization who motivates people to conserve energy... so I think he will do anything to conserve energy in his own place...

well i'm no food expert but it's all common sense. 9 months without eating is frigging overkill!! I bet IF the bichir wasn't eating for 9 months, it would've been in a weird hibernation thing.
this thread is either a wind up or your cousin has no business keeping fish as he should either feed and care for it properly.
my suggestion is for him to grab a net, grab a bag catch the fish stick it in the bag and as he likes conserving energy so much he can walk to the nearest LFS and give them the fish for free.

The fish may live, but it's not comfortable. Polys are hardy and will survive. The reason it's not growing is because of the conditions your cousin is putting it in. Minimum feedings, no filtration, small tank...everything that we fish keepers try to advocate against. Your cousin needs to stop keeping fish or step it up...plain and simple.
