Right now I want to start small. I know everyone says go big, it will be easier to control salinty, etc., but I just want to try sw to see if I like it. Do firefish require more space then 10g? What about Ocellaris Clownfish?

I started fw water like 14 months ago with a 2g. Now I have 135 total gallons. Who knows, in a year I might have a 75g reef

1x jawfish
-or-
1 royal gramma
-or-
1 smaller dottyback (red head, orchid, etc)
-or-
2-3 nano gobies

not much, stick to the 20L

either should be fine, keep only 1 clown though, if you keep two one will turn female and she'll outgrow the tank, imo
