I was considering the canister as one pump, but I did mis-understand the return too. Got it now. This is going to be interesting.

I'm having problems finding the right plumbing for the job, the flapper/cistern valve connects to copper pipe FFS!

Is there anyway a siphon can be slowed down relative to the water level in the sump, without raising the sump higher.
 
Physically raising the sump or sealing the sump to pressurize it are the only things I can think of . Neither of them very practical.

Maybe a re-think of this is in order.

Ive had an idea but I can't think how to physically implemant it.

Imagine that pipe is from the tank to the sump, it exits into a wet section, its has a ball floating below, when the water gets high it pushes the ball to the pipe, slowing and eventually stopping the flow.
What do you think?
 
Ball type check valve, used in snorkles too (and sears wet/dry vacuums).

Then when water gets high enough (heavy) in tube, it pushes ball down to release more water.

Have to keep the ball lined up (captive) under tube.

Ball material will have to be hard so as not to groove or deform and place the seal on the tube.

It has possibilities...
