The 6"-10" Sengs at my local fish store go for $15-$20. With the eels being 12" - 15" long and only $3, that is why they interested me.

These are most likely American eels. Yes, they can survive in freshwater tanks. They are very good escape artists so a large tank would have to have all holes covered.
Adult eels spawn in the Sargasso Sea and then die. The larval eels migrate to freshwater rivers and streams along the east coast. Most do head upstream in search of lakes and ponds. Some (especially males) will spend their lives in the rivers (large rivers), moving between the freshwater and estuary sections of the river. So, smaller eels can be kept in brackish tanks for short periods of time.
The really big eels caught in lakes and ponds are mature females that can be 20+ years old.
