actual alot of people grow out 2-3" fishes in a smaller tank. it helps smaller fishes settle in better than throwing them into a large tank. it also easier to feed since the small fishes doesnt have to search the whole tank for food and can see it right away. i use to grow out 1-2" fishes in a 10g and once it gets settle move it to a bigger tank.

80F is comfortable for arowanas. 82-84 if you want to power feed him, but he'll be very active, and will attack any tankmate. 86 is only when fish is sick, and need to be nursed back to healthy. You need a lot of aeration if you keep your tank temp 82 or above.
