if the tank is on a stand you should have space under it. a powerhead is a pump used to move water people use them in there tanks to keep the water moving. depends on the models but aquaclears are hob filters. honestly save yourself some time and just get a canister filter. you would be better off in the long run. with a canister and a few powerheads you would have some good movement. as for the airstone there are some people who say you need it some say you dont. personally I think they do very little a powerhead would be better if its angled upward. if you are useing the airstone as a way to oxygenate then you should know that the way the airstone adds oxygen to the water is by breaking up the surface of the water so gases can be exchanged. a powerhead can do this and add flow to the tank.
 
Looked into the sumps wet/dry (different forum) and found that a 22Gal. rubbermaid should be enough for a tank my size. I def. appreciate the info Sp loads of help!
 
based on what was there it seemed that that kind of canister filter only covers 1/3 of what a normal filter covers. now dont get me wrong thats a great idea and can save some big bucks. a normal canister will contain all 3 of the differant filtration ( chemical, mechanical,biological) if you can find a way to incorperate all of these into that design well good on ya. I think a safe size would be to make it out of a 5 gallon bucket.
