Sounds like theire growth was stunted by the very poor living conditions/water quality.

they will still eventuelly reach theire max size if they live that long, but it will take a hell of a lot longer.

They are still awesome fish nonetheless

In proper conditions those species should reach those sizes in 6 months or so. It's usually about an or inch or so a month for the first year, with the Loisellei drastically slowing down, and the Jag dropping to a half inch or so. Just keep up on water changes, maintenance, and feeding, and they should grow some more hopefully.
 
I really hope so...I had wanted a jag for a while now and when I showed up at this ladies house expecting "african cichlids" I was pleasantly surprised!

C. Urophthalmus AKA Uros/Mayans are also called Red Terror in the hobby due to their very close similarity to C. Festae. Your lfs confidante isn't very knowledgeable if he said that your other fish is a red terror. Hobbyist who have extended histories with C. Festae do not refer to them as Red Terror. They are either Wild, F1, or tank raised Festae. The term "Red Terror" serves to allow some suppliers and LFS's to pass off Uros as Festae to the unsuspecting.
