pour a heavy reinforced slab for the base i would guess 8 inches depending on the soil conditions.
when you place the rebar for the slab also tie in a 90 degree rebar every 8 inches around the perimeter to match the block for the walls and up at couple of feet except where the windows are. full hieght is better but a little harder to set the blocks.
then as you build up the walls put in horizontal bar in every row and 90 degree bar at each corner at each row. overlaps should be about 24 inches.
you will also want a cross brace near the top to help support the long wall from bowing at the top.
once built fill all hollows with high strength grout ( 5000psi) use a cement vibrator to make sure all blocks are filled.
