For one thing, yours is not a "typically younger fish" at 3 years of age. And also, no, they aren't. Normally the dorsal and caudal fins are longer than that. It is hard to explain, so heres a pic I found that shows the typical body shape of a healthy gibby:

if its only been 2 months give him some time and see what happens. he may start to grown again, he may not. either way he will be better off in the larger tank you have him in now. since you mentioned upgrading to a larger tank in the future i would recommend just biting the bullet and going for a 6 ft tank if thats at all possible. you can get a 90g but more than likely will end up wanting to upgrade again down the road so don't spend more money than you have to. i made the mistake of going to a 90g first instead of just going for a larger tank to begin with and had to go through the hassle of selling it and all that. just something to think about.
 
I'm definitely considering a 125g tank. I don't want to get too large though. At least not until I'm rich, one day ;)

Maybe when I build another house in a couple years, I'll be able to have a good length of space to be able to get a tank that big. OR BIGGER! For right now, if my fish don't grow too fast, I hope to have my 55g for a bit.
 
here are 2 pictures i dug up of one of my old gibbys at about 7" for comparison. he was raised in a 150g tank. i think yours definitely has to be larger than 8".
