I am not sure I follow the issue with the BD lines.
With no pumps running the water in the filter chamber is too low?
The filter water level should be the exact same level as the pond without flow if its gravity feed. Is it a draw down issue or is does the pond level need to be raised/filter lowered?

I'm pretty happy with the way things are looking. I finally have the water flowing. My 5,000 external pump to the bog seems to be heating up too much so we're checking the connection because the manual says that it may be that not enough volts are coming through the cable. I know we used pretty good quality wire.
I need things pumps to be running so I don't loose control of the algae. My wife won't be too happy about a new green Pool/Pond.
Today I'm going to filler up to the top to see where the water comes up to on the skimmer. If you notice in the entrance I don't have much room for error with the water level.
The water level is up to where I need it but some other problems have developed. First of all the the entrance is about to overflow. We need to play around with the thickness of the sidewalk.
Second, we tried the fountain up at the apartments and the gravity wasn't enough coming down to my pond and the fountain over flowed. We'll figure it out.
My 4 year old son tried jumping out to the rock island before school and totally came of short. Needless to say he got drenched. My wife was super happy with me. The first picture is of the launch pad and crash landing points.
