I personally would replace the ammonia reducers for more bio media and also increase the % of the weekly water change.

You say your tank has been cycling for one month, to me that means its still in the nitrite part of the cycle, so not yet fully cycled. Your high nitrites reflect this, as it sometimes takes 2 months for a tank to fully cycle.
And as others have said, by removing the "bio-bags" you are weakening and lengthening the time it takes to cycle. Your biobags are trying to grow a large population of ammonia and nitrite consuming bacteria, so each time you remove them, you are reducing that needed population.
And also agree with Tom's suggestions.
The ammonia reducers are the smaller pads right behind where the water flows out. They have bio media I can buy instead of thoseI personally would replace the ammonia reducers for more bio media and also increase the % of the weekly water change.
