No substrate with peacock eel?

Would no substrate/tile work with a peacock eel if I have 3 structures each with multiple hiding spots or would he still be to stressed if he can't bury? He uses the hiding spots now but still buries for a decent amount of time. If he must bury I will change from gravel to sand but would prefer no substrate if it would work. When I got him 3.5 years ago I was still learning about fish keeping and did not know it was bad for him ( He has never had any external scratches or any marks on him though).

I would provide a sand substrate. If the eel is stressed and wants to hide it’ll help to reduce that stress. If it’s eating and acting normal then I’d say go w/o. If it’s not eating and wants to hide then I’d provide the sand. Hard to do after the fact of getting the eel.
