Fish are opportunistic by nature.

Correct. It doesn't matter if a fish is strictly herbivorous, and it doesn't matter what kind of fish it is. If one fish can easily fit in another's, it is possible food. There is always the risk with that combo. A 200 is not enough tank for a hi banded shark, giant gourami, nor a pacu. If you're bringing the koi in every year, I wouldn't add anything. The koi themselves are giants, especially for a 200. If it's a one time deal, then the balas and tinfoil idea would be great, and would look really nice. Silver dollars would even fall into that same grouping. You could pick two of the three and form a couple schools.
a giant gourami would be fine in a 200 gal.http://www.aquariacentral.com/forums/showthread.php?t=160564&highlight=impressive+giant+gourami

I wouldn't even keep the koi in a fishtank. They are messier than oscars. All they do is eat and poop. You'll need tons of filtration to keep the water clean with just them in the tank let alone other fish. Why can't you leave the koi in a pond over the winter? They can make it just fine.

chinese hi fin sharks would be a great addition to your list
A little more research will prove otherwise. IMO, these are temperate species and most of the time, they barely last in captivity. I do not believe these ought to be kept in captivity at all. Other options would be lesser issues.
