On the news I heard there was a short circuit in a construction elevator and an alarm was reported. Cursory inspection showed no fire, and then later on (when the fire flared up) there was another alarm.
If this seems like a story that is too complicated, I have to take in mind the general incompetence of French civil servants. I would hope firemen could be exempt from that situation but, in France things are French.
Considering that the Basilica of Notre-Dame is a world historical treasure it is incredulous to me that in the current climate of cultural animosity a 24-hour watch would not be put on every aspect of this Construction.
But it would be damn embarrassing for the French police to have to report that they let a homeless bum in there who burned down the whole building while smoking crack in the elevator.
Almost worse than having to admit it was a terrorist.

I did a little more research and I realized that the spire was omitted because it was not originally on Notre Dame either.
We never did hear the real Bells ring. Instead the bullhorn speakers played a recording. But standing in the bottom of that stone tower at the iron gate as it came on it was loud, like being in a big stone horn.
In addition to climbing the tower, we scaled the entablature. This is a narrow stone ledge that runs around the entire building at the level of the main floor.
If you are 11 years old and hold the cracks in the stonework with your fingers, you can skitter sideways along that ledge, and circumnavigate the structure. The Street slopes away, and thus one finds oneself clinging to cracks, 12 feet above the concrete sidewalk, peeking into the bishops vestibule thru stained glass.![]()
