No permit, its an illegal fish. Under 54" requires a permit that is exclusive to educational facilities and under rare circumstances can be granted to research facilities.
They are a game fish and are subject to game fish laws.

Although i think nurse sharks should be illegal, they are not. It makes me sick they are readily available in all my lfs. Great thing to know if they are illegal in some states.
