Sure...if you're a year round fishermen. I'd guess most recreational fisherman aren't weekend warriors, Especially in my rainy ass state. free fishing weekend just means anyone can fish without a license. Fish and game can get out of your bizness

The pass is just a day or 3 day fishing license. Say you were fishing out of state and don't need a year long license. It gets you legal without being a resident
