Yeah,I think it is a Pennsylvania/Philly food,we have our own foods lol.I've mentioned it to people from the south and even they didn't know what it was..and you're spot on with the scrambled eggs and hash browns but we call them home fries.

I grew up about 3hours north of philly, ate scrapple growing up.Pennsylvania foods have a lot of german and dutch influences
