I think other than USA , Australia and Europe most places do not have catch release laws .

not just lack of catch and release laws but lack of fishing laws. Like the mekong in china as an example of a waterway that needs laws.

Here in Queensland Australia all groupers have slot sizes and bag limits. 3 species are protected and must be released if caught, it works well the protected ones are starting to become more common.
