u r rite. i meant when there's a ammonia spike u need to build up those bacteria again, but yes, u need to do wc to lower the ammonia for that moment. but if u don't build up the bacteria, ur ammonia level would just jump back up rite after the wc. then u would have to do another wc, and the cycle just goes on and on, and ur bacteria level would get lower and lower
 
There isn't any bacteria in the water column though. There's folks that keep discus that do 100% water changes all the time.......the sponge, or biowheel, or whatever your media is where the majority of bacteria colonize. I've read where people do 50% water changes 2 times a day for a couple of weeks to get through an uncycled tank. It'll get there though.
 
The oxygen level could of went down and killed them when you changed the water. Also you should add more aeration to it and you should age and aerate your water before you do a water change. It happened many times to me and lost many fish before I figured it out too.
 
Were did you get the water from that you did the WC with? I had a problem one time with the dechlorinater chemical failing to neutralize the chlorine and killed my fish pretty quickly after a water change. I even took the stuff and tested it on water afterwards and bought a chlorine test kit and proved that the stuff was not working correctly.
