25% is not enough, especially if there is NH3.

50-100% should be performed. 100 asap would be ideal, you need to get the fish away from Ammonia as fast as pissible.
 
Too many fish for an uncycled tank. lots of waterchanges till your ammonia and nitrite get to 0 and stay there.

I tested my water, Ammonia is at 0, Nitrate and Nitrite are 0, my tank IS CYCLED, My cloudy water cleared up finally, and the other fish arent showing any other signs, and it seems to be clearing up, he could have just scraped his side on something in the tank or perhaps he was wrestling with the other Oscar!
 
could one of the other fish possibly be attacking him when he is resting, my albino which is my smallest oscar had flakes hanging off him and i realised he was being attacked just before i turned off the lights by some of his tank mates, now that he has grown a bit he is doing well with no more "peeling"
 
i think that is what it is, the other Oscar is the dominant one and they play tag around the tank.

or even a 50%?

there is NO more shock if done correctly then just pooring 5 extra gallons into your tank.

most of us cant do it properly by condition, heat or store water for a water change a 100% water change would be a death sentance for my tank

75 would be max, but then i would have to fill my tank slowly
