I think the sand is too bright and reflecting light that's making him skittish. Is it that bright white in person? I use pool filter silica sand which is tan. It lightens a lot when the tank lights reflect on it, but not to the point that it glows.
Also, the current shouldn't be so strong that it blows him around the tank, otherwise he'll try to stay in the upper or back parts of the tank to avoid the current.
My Oscar leaves bottom dwellers alone entirely. I could probably put ottos in there. But for something fun, a school of giant danios is the way to go. Pretty, cheap, and good food competition to boot. Make a fine snack if he can catch one, and very easy on the bioload, even at 4".
