I was wondering if 2 Oscar's one 4in and the other 3"in long can live in a 55g for a little bit maybe until they about 8" or so long? I will be setting up a 40G soon so if fights start I can move one..

At that size they will be ok. But they grow fast :D be prepared to move them very soon!

I hope they are a mating pair they will be able to live in there then correct? I am picking up the 3" Tiger Oscar on friday should I put him right in or should I quratine him in my 20g for a week or so? I am getting him from a post on another site do know what the health will be like..

they should be ok in there for a good while as long as you keep on top of water changes etc, they do make a mess, i have 2 10" tigers in a 125 gal and they do use all of the room. I have found if you only feed pellets a couple of times a week and the other feeds are frozen(defrosted) fish, shrimp, cockles, earthworms etc then the water stays cleaner and with weeky water changes the tank stays nice and clean with hardly any algae.:D

i forgot to mention you may need a divider for a week or so when introducing the new oscar, then again you might not it all depends on individual fish!

for 3 O's i would say you have about 4 months in the 55 or less. Later you will need a 125 minimum wiht super good filtration. i would reccomend a 150 and use a fx5 for a sump

I am willing to 1 to 2 75% to 80% a week not a problem.. I am looking into another tank like a 40g in case this dose not work i will have a backup plan.. Should I quarantine h/she befor i put him in my tank?

What are you going to upgrade to??? A 75 is the minimum tank size for a full grown O and a 125 is the minimum for a pair of them IMO!!!
