There really isn't "cycled water" most bacteria lives in the substrate, decor or the filters.

You however don't want to shock the fish by swinging ph or crazy temperature extremes.

I'm pretty sure you cannot crash the tank by doing too many water changes (within reason) I mean, look at drip setups. Look at discus breeding setups.

70% means 30% water left in the tank, 70> 30 so that's a big waterchange.... Frequent smaller changes is recommended.

Yeah, seems like a small water change to me. I feel it's harder to get nitrates down with frequent small water changes. The vast majority of the water volume is unaffected by small changes.
 
Try using purigen. When i was growing my o out he was in a 55 and keeping nitrates in check was a big concern. I use it in all my tanks now. Most of them dont get over 5ppm to 10 ppm between wc. I would still keep up an aggressive wc shcedule though

Yeah i dont know about small wc for large cichlids....your actually using more water over the course of the week to maintain it. Say 15 to 20 percent every day/every otherday means on the following days your removing clean water and over the course of the week taking out less dirty water

It's just numbers game. All you are essentially trying to do is dilute bad water with good water.

People forget that your tap may have a small amount of nitrates in it also.

Small waterchanges work just great if your numbers are already in check, if they aren't then forget it. Its hard to get high nitrates back under control with small frequent water changes.

Say you've got 100ppm in 100 gallons,

The Rio Paraguay, one of the oscars natural waters, has a discharge of 712,500 gallons per second.
Not that it always flows like that everywhere, but if you were to equate that to your water change schedule, any amount of large water changes you do could never come remotely close.
 
If you have pristine water you can change it as much as you want. I only have storage right now to do maybe 50% weekly. I use 5 gallon buckets to "age" the tap water 48 hours or less and the chlorine is usually gone. Some of my non cichlid tanks just have sponge filters.
 
If you do set the tank up I would highly recommend also adding a big/mature pothos plant to your tank which is great in nitrate reduction and give a great look in the tank with their roots hanging from the top.

A good underwater plant that I also highly recommend is jungle Val which is low tech and grows very very fast and my fish love to swim through it(like caressing their body)
