The gov't IS doing something about it. They made it legal to kill them in this manner and have taken numerous unsuccessful steps to prevent their spread. Google asian carp and you will probably find a ton of articles about how much of a problem it is.
Does that make it right to brutally kill them or leave them to die on the shore? Not really but, this method is a lot faster than catching them one at a time.

Aren't domestic cows, european settlers, and wild horses also invasive species from europe, which almost killed off all the native species such as bisons, bald eagles, native americans, and california condors?
