Yes it's unfortunate, but apparently alot of people still have them, do some surfing on websites, they talk about it and how to find a vet that treats them, and what to do if the cops come to your door, it's pretty interesting

Ferret permits in Ca. are apparently fairly easy to get and don't cost much, you still will need to check local regs. as well.
