Over discussed question!!!!

Are the readings the same for both tanks? What size gravel are you using? What are you using to drive the under gravel filter, pump or air stone? You may not be getting enough flow through the UG filter. Look under the tank if you can and see how much waste has accumulated under the plates.
ok its driven with 2 different power heads.... and i turned them around so instead of sucking there blowing because some one told me that would help... im desspert

underneath there is a thin layer of waste all around but you can still make out the ug plates
 
readings are a little lower in the little ttank... and gravel is normal size like the butt end of a bic pen...
also did a big 75% water change then 2 15% back to back... brought readings down drasticly,

but still very high
nitrite 2.0 ppm
nitrate 10-20 ppm
 
Buy four big sponge filters for like $30 and and a air pump then install them. Problem solved as soon as they finish seeding.
 
FIXED!!!!!!!!!! YAY the ug folter was harboring nasty stuff took the filters out and drained the now black water to 50% and my test came out half of what they have stayed steady at

I am happy to hear that you are on the right track!

I am not unfamiliar with the whisper product line and I thought you were referring to air pumps instead of HOB filters. I would like to mention that bio balls are pretty lousy bio media when they are used submerged. (I love bio balls and use them extensively but in Wet/Dry filters where they are in the air with water trickling over them.) You might find ceramic ring or sintered glass media to be much more effective as submerged media in your HOB filters.
