My tank is no wear near cloudy that pic was taken at night with the tank light as the only light on...
You're not hearing what you want to hear, and you're not going to hear what you want to hear. If you are not a beginner aquarist then you already know the answer. That pacu has already outgrown a 75 and/or a 100g tank. He does not need mroe fish in that tank to live with, he needs a new home ASAP. If you cannot provide said home, then you need to relocate him to someone who can which in the case of pacu very, very few people can.....
Flamming a is a waste of time, unless its really called for.
Op, 2 suggestions:
First, look on CL or any classified adds for a larger tank, you are very limited with a 4' tank, the pacu will be fine in a 125-150 for a little, along with the rest of your fish, if you HAVE to have more fish, look at dithers, like danios, tetras etc, SMALL fish that still give you movement.
Secondarily, if you have a pond put him in it now! If you keep him in your 55/75/93/ you will begin to stunt his growth.
I'm assuming your pacu came from much worse conditions and that's how you justify its current home, which is fine.
If none of these options are in the realm of possibility put him on mfk classifieds and find him a nice new home, no shame in growing a fish out then selling it!

Umm ok. I don't really remember being rude, but myself along with everyone else said put him in the pond. That simple.
I did say see you have him for trade in the marketplace...you'd be lucky to GIVE him away. I've seen people try to give them away and no one will take them. Good luck anyways. This is why I'll never own a pacu 
well my bad it looks pretty cloudy to me. Id say put him in the pond.
Looking on cragislist for a bigger tank will surely help but it wont ultimelty solve the problem as pacu really only belong in ponds
