Paralyzed angelfish

So heres the case...

My mother cleans the tank out... And believe me she has a bad hsitory with all the fish in our tank... Any how, i've jsut treated the tank using melfix for one of the fish that had a continuing finrot.. ive done a 25% water change overtime aftger the reading said to do so.. So yesterday my mother feels the compassion to completly clean the tank out... because it was still a foggy green in the tank.. So she cleans it out, gold fish in one seperate water bowl, a pleco in one... and she left the biggest bowl for our angelfish (8 years) i was kind of concerned leaving the angelfish in a big RED conatiner.. but i checkit around 12 am b4 i went to sleep adn it seemed ok... so i let it be.. I woke up to a scream in the mourning.,. My mom put the angelfish back in the tank... and all did was float around... i at first thot it was dead.. but it continued to breathe... now we left it in the corner and it seems to b breather heavily and it wont eat... tehre has been no movement with its amin fins only pectoral. Im gna have my video up soon.... i dont knwo what to do... or how it was caused... it was 100% healthy before... aand nothing has really changed accept the water... i cehcked the reading on both sets of water and it passed with flying colors...

Ill have a vid up soon showing hows it looks... i need to know what to do... ive heard cases where somepeople jsut wait it out and they get better... u can just seee its trying.,.. i dno... goddamn.
 
Any idea what was in the container before the fish and was the container aerated over night, how big is fish and container?

By clean the tank out do you mean drain 100% rinse everything in tap water and then refill?

the water was set in the container for at least 2-3 days, the container itself is 10-15 litres... we've left the angel fish with out pleco in the same container... and there were no real problems.. and another strange thing is all the other conatiners have waste, his container there isnt even a tiny drop of it... but he has not suffered from any kind of problems before bacterial or bladder wise... this is the first time he's ever looked so dmaaged.
 
If the local municipal water is treated with cloramine then sitting won't work, also if they use chlorine you'd want to aerate the water while sitting. The container size is fine for a full grown angel over night, so that's probably not the issue. Was there any visible injury to the fish?

Ive done checks on the tap water, ph chlorine, the n6 color test strips... and the water are in the safe margin of cholrine.. plus its the same bucket i use to do partial water change in whihc i add a dab of salt and chlorine conditioner..

the fish has had some lines across it both sides... but it looks like stress from the past... currently.. when we put him the tank... it let it out this thin white skin like thing out of its gills... damage maybe minor on the lower main fin, eyes seem a little damaged but its hard to tell without comaprison... oh! and the top fin seems to be more of a brown pigment... and its losing some of its black stripe color i think..

it was already floating in the container/bucket...
NO history of being sick whatsover...

Im having the vid of it i recorded this morunign up in youtube.. its processing so itll b up in 10 mins if u would liek to check again...
It wont eat either.. it looks like it just rying to survive.. i dno...
