A simple salt tank can be fairly inexpensive. Takes time to cycle, so you'll have plenty of time to acquire the needed items.
if the salvini or convicts are the option, you will probably just end up with one single fish though...maybe a pair of cons while small.
I agree with convict pair or single male. If you are willing to upgrade tank sizes or are have space for something larger, get some small datnoids. They are VERY slow growers and a few will probably be fine in a 20 for a year or more. My silver dats come out and greet me everytime I'm near the tank. My NTT's are pretty shy, though.

I can't upgrade, so Dats aren't an option...if I get a single salvini I'll be fine right? But if i get a pair of convicts I'll get a hefty female and a puny male
