The farther out you lens is zoomed the lower the Ap can go. I think you maybe able to get just under 3...... But the lens has to be zoomed completely out ;)

The highest lens aperture you can get all depends on the lens.

I've been investing in 2.8 aperture lenses as of late. the faster the lens- the higher the price.

look at your lenses and read what the highest aperture you can get is.

you don't need a tripod to get good shots ethier. i personally hate them, but in certain shooting situations (such as shooting long exposures and/or larger telephoto lenses even with VR, they are a neccecery evil.
 
I think I'm starting to get this down. I slowed the shutter speed down and turned on the noise filter to counter the 1600 ISO. Pics are coming out a little nicer...
