Where's the turtle ? 
I can't see him in the pics.
Changing the water when it's already hard to see through, is bad practice. It does not look like you have a filter on the tank, so you should be changing some of the water every day. Yes, turtles can develop fungus pretty quickly - as the other guy said - whitish fungus around the base of the legs, underbelly, on the shell, the edges of the shell, and neck.
I think you really need to do some research starting NOW, before your turtle develops any number of health issues, which he will, if the conditions he is kept in, are similar to what we've been seeing so far.

Sorry the pics are bad there is a submersible filter in there in the right hand corner. The turtle (in the 2nd picture) is next to the green bamboo shoot. We 'll buy another filter for extra filteration and I'll post the little spot on his belly. You think it's a big issue? I really think it's the area of the umbilical cord. the plants also should help with keeping the water clean also right? Also the when we did the wc it wasn't hard see it was just messy like he judge shredded the fish so much that there where bits floating around in the water. But I understand we are doing 50% wc 2x a week.

Turtles are very messy - there is no way around it. You will need to do daily water changes with the current set-up. The little white button in the center of the plastron will go away, but if the water stays dirty (if you don't do your daily water changes) - it will develop a serious fungus very quickly.
With small turtles, with shallow water, I find it is easier to just use a small tank or container that I can dump the water out, and put in new water, without worrying about sand, etc. That can come later - unless if you invest in a quality submersible filter. (If you need one, I have one you can buy, which would be perfect, which would cut down the number of water changes.)
2 x a week is okay ONLY if you have a very good filter - not with what you have now.
Also, please get a full pic of the turtle. I'm curious.

Will do so is a 50% wc Everyday with 2filters running good enough? I won't be home till Sunday evening that's Why we got him the guppies. I'll post a pic of the turtle and his enclosure in more detail. I really hate grow outs, with filtration problems and all that but I'm willing to provide him with the best care possible to get him to his pond!

I think your on the right track to setting him up a good system. I like using guppies with baby turtles, since if he doesnt get to eat them, they only breed and create more food lol. You mentioned plants to help maintain water quality, what types of plants do you have? Just bamboo? IME, bamboo sold in lfs grows poorly in mostly water and IMO doesnt help much with water quality. Just my thought though
I got lucky bamboo and a banana leaf plant. Im hoping for that also lol if he doesn't eat them hopefully they will produce more for him to eat.

No idea it's my bros but I take care of it...so he's mine now: ) he just watches lol should I start introducing new foods? Krill n shrimp? He's eating half a silver side everyday now.
