Definably an English bull terrier. And as said, they are extremely stubborn and determined dogs. When they go after something, they really go after it. It would not surprise me if it carried on attacking repeatedly in this case…
Of the 26 known porcupine species about 1/3 are New World species, they do have barbed quills. Old World species usually do not have barbs.
