Are the concetrations high enough to kill filter bacteria? The one time I forgot to add dechlorinator I had a massive bacteria bloom (white cloud) in my tank the next day. Figured it was cause the chlorine killed the bio and the tank was recycling.

Yes. In fact the whole point of the chlorine is to kill bacteria. Beneficial and harmful.
