Planning to do 100% water change

I have about 400 convict fry living in chlorinated water right now. And they have been for more than a month. Since they hatched. Chlorine concentrations are far to low to kill fish, even fry.

Are the concetrations high enough to kill filter bacteria? The one time I forgot to add dechlorinator I had a massive bacteria bloom (white cloud) in my tank the next day. Figured it was cause the chlorine killed the bio and the tank was recycling.

Are the concetrations high enough to kill filter bacteria?

Yes. In fact the whole point of the chlorine is to kill bacteria. Beneficial and harmful.
