I have seen the a similar request to "fix a major problem"
by bleach-bombing then dechlorinating

While there are some bleach dips for plants
I would possibly tear down a tank and bleach
but never use bleach as a "parasite bomb" as suggested in those threads
 
Wow. yeah, that's just crazy. ;) I guess if you took out all of the fish and removed all filters.. But then like you said you might as well take out the water too and just clean the whole tank.. It would probably be faster than waiting for dechlorinator to remove all traces of bleach.

Here's a thought, what about a filter feeder? Like clams? Anyone know if that would help?
 
I had a bloom a few years ago. It was more white than green, but same idea. The blackout didn't totally help, but a 90+% water change did.

In a perfect world, this is how you'd do it:

With less pressure, one can use gravity and a 1" hose to drain it quickly, then just a regular python running to fill it back up. Start filling when it's down below 10%, let it sit with both going for a while, then stop the drain. Overapply dechlor during this period, then sit back and let it fill up.

It is never a bad idea to have extra pythons. Right now I have three. Water changes are super easy.

So water fresh from the tap with chlorine flows into your tank with fish in it? Any problems with that?
 
Chlorinated water won't do much to fish. The problem with chlorine in the water is that it kills your beneficial bacteria.
