Looks like aponogeton ulvaceus. Likes strong light and lots of soil nutrients. Typically hard to grow but easy to keep alive once it gets there.
Very fragile leaves.

Is that the same as a windelov fern?

Not A. ulvaceus. It is an Echinodorus (Amazon sword), possibly a Melon sword. It definitely needs to be rooted in the substratum.
Does not require high light, but DOES require more light than the Java fern. Also loves liquid fertilizer and root tabs, but in a mature tank it can do well without either.
