What are you looking for as far as plants? Do you plan to dose co2? High light? Low light? Low light plants are cheaper, and require cheaper equipment, but high light plants give a better look.

As far as guppies you could start out with 2-4 pairs.

This is what you want to do if you plan to use co2. If there's surface agitation, the co2 will gas out. Canisters are the only filters that won't agitate the surface.
