Here is a quick pick... NOTE: I took the sand out lol put in black gravel... The java ferns are HUGE my tank is a 180 and the plants make it look small! lol I got them from my buddys trimmings.... yes trimmings lol He has an awsome planted tank. But here it is !

Also should I turn off the bubbler ? Will the plants give enough oxygen ?

Looks good, the only thing I would change is the bright lite, it will help reduce aggression a tad and make then feel more comfortable. At night its best to remove the bubbles. Just put it on a timer.

why turn them off at night? I have a time so I can do this im just wondering. Also for the light, it loosk alot brighter in this pic then it accually is.
 
If the bubbler you're talking about is for o2 then there's no problem leaving it on at night. However, if it's co2 then you might want to turn it off at night. Plants don't utilize the co2 at night so you might end up gassing your fish and killing them. Especially if your bps is high.

I'd leave the air stone running, the co2 loss from it will be negligible. The only thing about the light is that its LED. It might not give you any growth from the java ferns, they might not die, but probably not grow. They just dont have the proper spectrum for FW plants. Bright lights arent a huge issue imo. It might help a skittish fish feel better, but generally, the fish get used to it. Depends on the fish. But if you are planning on planting, DO NOT DIM THE LIGHTS unless you get some serious algae/diatom issues. Even then i wouldnt dim the lights, id simply cut the daily light cycles.
 
Different strokes for different folks man. My cariba are definitely more active, look better (darker humerals and brighter reds) and less violent in dimmer lights. But Bubba has a 3x54w t5ho light above him and hes way more outgoing and looks better than with dim lights. I have both extremes of light dimness/brightness. But ponder this, some piranhas wild habitat allows enough sunlight to grow jungles of plants. Some come from crystal clear water and some come from black water that you cant see a foot into. Each fish is different, each tank is different.
