Please help me and my red devil

your 25 is too small for your fish either 1 of them would not do well in such a confined area i believe your problem is stress related
 
i think your RD is just stressed
the RD i have is 10" and i picked it up after it killed his half dead mate(half the job done by a FH which belonged to the original owner of the RD)
he kinda sulked for nearly a month before he even started trying the food
he still eats quite less
but is getting better now
for 4" the tank is not much of a problem but in another 3 or so months he will need a bigger tank
what is the water change schedule and what kind of filters you use
giving them pristine water and good food will ensure a good growth rate

I change the water for every 15 days or so. I will takeout 50%-65% water and re-fill the tank. what food shall i give him?? I started giving him AMAZON HIRED cichlid food specially designed for flowerhorns. He rushes for it and eats just a small amount( 5-10)pellets and retires!!!

any good quality food
check for the fish's requirements and check what all is present in the food
the hi red you are talking about is it FH food
try with earthworms
none of my fish have ever refused earthworms
 
Ya...it is made specially for flowerhorns. But the LFS person said both RD and FH have same requirements and HI RED would serve the purpose.
 
i know a guy who had a red devil and it lived 4 22 yrs, fish dont need to eat every day as long as hes eating something
 
If he is getting picked on by an mbuna, it sounds like you got the runt of the litter all right lol
