Please help me my fishes act strange and may die.

I have the following fishes in my tank.

10 Neon Tetra
2 sunset platy
3 three spot gourami
2 Bristlenose Pleco small sizes
2 Rubber Lip Albino Bushy Nose Plecos
3 Amazon Puffers
1 Figure 8 Puffer


all of my fishes act normally, but my 3 Amazon puffers started to come to surface to breathe, pushed them down and they against started to come to surface.
one of them became very weak that started to swim side ways and the right side pectoral fin was not moving at all. so fish was out of balance. I took it out and observed it carefully. nothing wrong with the fish but I spotted the whitish dots on the back of the fish. please see attached photo.

I then moved all the amazon puffers in the newly established tank 32.5 gallon. and while this single puffer was getting dormant, in the new tank after 20 minutes he started to swim again and that right side pectoral fin which was not moving before started moving and the fish started to get back to normal movement. one strange thing I noticed only on this fish after 20 minutes of recovery on the new tank, that he swims at faster speed and scratches himself to the leaves of the plants and he is doing it every 2 to 3 minutes. I do not know what are these white spots on their back and why this one of them who recovered scratches himself on the leaves.

is this a sign of disease ? if yes, does it mean that all of my other fishes are also sick or going to get sick?

is there a medication I can put in the water? if yes, what medication and will this medication have any side effect on other fishes in the same tank?

last question, I panicked and used my bare hands to take out the puffer fishes from old tank to new tank. does it mean my hands became poisonous? will using bare hand touching amazon puffer or fig8 puffer will cause any harm either to me or to the fishes?

Definitely ich. The white dots is the most classical symptom. Scratching is also a common symptom. Your fish are likely going near the surface of the water because the water tension can act as a "scratcher." You should definitely search up Ich and try to cure it. I would recommend Ich-X to cure the ice but it might also harm the plants.

can you tell why this happens, i keep them very well. will it go by itself or I have to buy medicine?
 
will this ich go by its own? I cannot find any medicine in denmark for fish. I called different pet store and vet, Pet stores told me to call vet and vets told me they are not specialized for fish.

You can increase water temp to maybe 84-86 f and add salt

if one of my fishes has this disease does it mean that all of his tank mates has the disease?
If one fish has ick, you must assume they all do.
If you cannot find meds, use 3 lbs of salt per 100 gallons.
For 123 liters use 1 lb of salt (455 grams)
