that's where i fish and i have fished on the sac river for 11 years now and fish on the sac river 90% of the time. which stretch of the sac river did you get it from? I believe that's a PURE NATIVE WILD GOLDFISH, baby carp are not as wide as of "height" and they are a lot whiter/bright silvery and has small barbels starting to form.
they will soon turn into a bronze looking color, close to a carp just not into dark dark bronze or golden bronze(kind of like feeder goldfish) they are also much more hardy than any goldfish out there.
wild goldfish would be legal to use for bait as long as its not the golden/orange ones from the shop, and so are carp.

if you really think about it, no place contains a true true native species except on a rare occasion in a few rivers/lakes.
that is just like saying the native american is native to the USA back in the days, but to trace it back truely. nope, they are from siberia.
